The University of Illinois System seeks an Assistant/Associate Director and Title IX Coordinator for System Human Resource Services (System HR).  System HR reports to the Executive Vice President for Academic Affairs within the System Offices and partners with the university human resource and equal opportunity offices on initiatives to attract and retain a diverse workforce that provides high quality and efficient service delivery through innovative programs and systems. Job Requirements

Within System HR, the Assistant/Associate Director and Title IX Coordinator manages the diversity, access, and equity functions for the System Offices, as well as, coordinates system-wide EEO-related compliance activities and reporting. Under the direction of the Associate VP/CHRO, this position also serves as the System Office Title IX Coordinator, and oversees and conducts system office investigations of discrimination and president-level grievances. Additional responsibilities include:

1. Direct and coordinate System Office academic hiring compliance activities, including solicitation materials, pre-employment compliance reviews and the maintenance of records and documents. Develop and administer System Office academic search and promotion guidelines.
2. Serve as the System Office Title IX Coordinator and primary contact for all Title IX related matters. Coordinate revisions to the University of Illinois System Non-Discrimination Statement and maintain official records.
3. Manage the development of System Office affirmative action compliance plans, including the collection and analysis of data, and the maintenance of records. Establish hiring goals, develop diversity strategies, educate recruiters and search committees on diversity initiatives, and prepare executive reports to measure results and effectiveness.
4. Coordinate system-wide EEO-related compliance activities and reporting, working with the university EEO offices to ensure state and federal compliance requirements.
5. Chair the UI System University Council on Equal Opportunity. Coordinate all meetings, discussions, and initiatives. 
6. Under the direction of the Associate Vice President and Chief Human Resources Officer, oversee president-level grievance process involving Civil Service employees including hearings and investigations, according to the procedures in Policy and Rules and collective bargaining agreements.
7. Serve as a subject matter expert and advisor on projects that relate to EEO policy, EEO data, applicant processing, and similar projects. Provide input on development of functional specifications for projects related to EEO systems.
8. Coordinate with designated web developers to create and maintain System Office EEO web content.
9. Provide subject matter expertise and analysis for pending legislation, regulations, court cases, and internal policy initiatives relative to equal opportunity, and assist with communications as well as updating the EEO community.
10. Advise and assist the Associate Vice President and Chief Human Resources Officer on labor/management issues.  Provide assistance and information to the Executive Director of Labor and Special Counsel and serve as a resource for university negotiators on labor issues, as requested.
11. Assist with the System HR strategic planning initiatives and process.
12. Perform analysis and prepare reports in support of system-wide EEO and labor/management matters.
13. Serve on system-wide committees as the System HR EEO representative.
14. Collaborate with Legal Counsel and university labor relations representatives regarding labor and employment law issues.
15. Serve as a mediator for employee relations matters for system office units.
16. Develop, deliver, maintain, and assist with diversity, equal opportunity, non-discrimination, and management training such as: search committee training and orientation; non-discrimination and sensitivity training; implicit bias training; code of conduct training; and Title VII and Title IX training.

Candidates must possess a Bachelor’s degree in Business, Human Resources, Employee and Labor Relations, Communications, or related field; Master’s degree in related field preferred. A Professional or Senior Professional in Human Resources certification and certificate in conducting workplace investigations also preferred. Other required qualifications include: minimum six to eight years of progressive experience in the areas of human resources, EEO, and/or labor relations, preferably within a higher education institution; knowledge of and experience in equal opportunity compliance and reporting, State and Federal legal compliance requirements, and pre-employment processing procedures; creative problem-solving experience; strong communication and interpersonal skills, including public speaking and training facilitation skills along with written communications, administrative and organizational talents; demonstrated proficiency working in a complex environment with multiple locations/universities and a diverse workforce; proven ability to use independent judgment to make sound decisions; ability to multi-task and identify priorities without compromising accuracy, responsiveness, and customer service; demonstrated teamwork approach and use of tact and diplomacy when dealing with sensitive situations; demonstrated integrity and experience handling confidential/sensitive information in a highly professional manner; project management and workgroup facilitation experience; knowledge of and/or experience developing and managing affirmative action plans;  and understanding of federal and state non-discrimination laws and application, including Title VII and Title IX.

This is a full-time, 12-month Academic Professional position. The level of position offered will be based on candidate’s experience.
