Position Description

Student Housing & Residential Life provides an environment that supports and empowers students to learn and grow in their residential communities and beyond.

Under the general supervision of the Associate Vice President for Student Affairs & Dean of Students (“AVP/DOS”), the Student Housing & Residential Life (“SHRL”) Director manages the daily operations and is responsible for the direction, coordination, implementation, integration, and evaluation of programs and services within the Office of SHRL. The incumbent is part of the University Office of Student Affairs & Enrollment Services’ Student Life team and routinely collaborates with Student Engagement & Leadership Development, Student Conduct, First Year Experience, and Recreation. The Director will coordinate with University Corporation regarding the financial well-being of student housing and along with AVP/DOS will collaborate on legal- or financial-impacting initiatives and any human resources needs. The Director provides financial, programmatic, and supervisory leadership of all residential programs and staff. CSUMB’s residential communities are capable of housing more than 50% of the student body, with a capacity of more than 2500 bed spaces on Main Campus in residence halls, suites and apartments, and 1350 bed spaces on East Campus in apartments. On-campus housing for individual students in Main Campus and East Campus, and on East Campus for students with families is a significant recruitment and retention tool for the University.  

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

1. Leads the department’s strategic planning process in concert with Student Life, the Division of Student Affairs & Enrollment Services (“Division”), and the University.
2. Develops, implements, and evaluates a residential community that is responsive to student needs and fosters and promotes learning for students while in residence. Creates a living climate that fosters the intellectual, cultural, social, and interpersonal growth of each student resident through training and supervision of program, live-in staff and other educators. Recommends and implements co-curricular learning experiences that contribute to student academic success. 
3. Maintains awareness and understanding of federal, state, CSU, campus and University Corporation policies and procedures in order to effectively administer programs.
4. Advises the AVP/DOS, the Vice President for Student Affairs & Enrollment Services, and the Executive Director of the University Corporation in long range financial planning for Student Housing & Residential Life. 
5. Develops and maintains a promotional program for student housing which encourages students to attend CSUMB as a residential campus and to assist with student retention. Responsible for student housing marketing and communication of programs and policies through website, social media, phone, email and all other communication options. Responsible for communications to students through all media options for individual student concerns.
6. Oversees the housing and meal plan application, room assignment process and occupancy management for all residential students. 
7. Responsible for housing and meal plan license oversight of all students who live in any student housing units. Develops and administers business operations policy and processes including housing rates, occupancy, and license contract implementation and compliance for eligibility and timely payments of student housing revenues and meal plan fees. 
8. Represents SHRL in planning for major capital improvement projects, renovations and new construction projects related to student housing. Develops the programmatic plan for use of student housing facilities. 
9. Recruits, hires, trains, supervises, and evaluates 20+ professional staff; directly supervises the managers of residential education, facilities, business operations, and an administrative coordinator. Oversees 70+ student employees and 72+ resident assistants. Provides leadership for the on-going training and staff development of all SHRL staff.
10. Develops and administers an annual operational expense budget of nearly $4 million for residential life staffing and programming support. 
11. Ensures effective communication between SHRL and Administration & Finance units with respect to student accounts (including Financial Aid). 
12. Creates and maintains relationships with appropriate individuals and departments on campus including Alliance Residential Company (the property and maintenance manager on East Campus) and the University Police Department. Develops collaborative partnerships with Student Affairs & Enrollment Services units to achieve the Division’s mission and goals. Develops effective liaison relationships with and between the community and SHRL. 
13. Oversees facilities maintenance and renovations. Leads the collaborative facilities-related work and planning between SHRL, University Corporation, and University Facilities Services and Operations (FSO), including planning for future facility needs. 
14. Oversees custodial support of student housing facilities on Main Campus during the academic year and during the summer between FSO work, summer students, conference attendees and early arrivals.
15. Works collaboratively with the A’viands Campus Dining Director and staff to ensure a positive dining experience for residents. 
16. Oversees the summer housing program for students and for conference attendees. Works collaboratively with Conference and Event Services to ensure appropriate use of residential facilities during the summer. 
17. Oversees the residential conduct process and makes appeal decisions for cases heard by the Community Director for Conduct or other Student Housing & Residential Life staff. 
18. Provides leadership for intervention in crisis situations. 
19. Provides bi-weekly, monthly, annual, and other reports as needed to University and Corporation.

Other Functions:
1. Serves as Senior Housing Officer for CSUMB. Acts as liaison to other institutions in areas of student housing and residential life as needed. 
2. Represents CSUMB in professional meetings and organizations. 
3. Promotes and maintains an atmosphere of excellent internal and external customer service within the department.
4. Serves on various campus committees as assigned.
5. Performs other job-related duties and special projects as assigned.


Job Requirements

Minimum Qualifications

Education and Experience:
Equivalent to a Master’s degree from an accredited college or university AND seven years Student Affairs experience in a residential university program, preferably at the senior housing management level. Additional experience beyond the minimum requirement which demonstrates that the applicant has acquired and successfully applied the knowledge and abilities shown above may be substituted for up to two years of the education on a year-for-year basis.

Preferred Qualifications

• Master’s degree in Education, Student Personnel Services, Higher Education, Counseling or a related field is preferred. 
• Significant experience developing university student housing programs and services, including residence education, facilities and operations. 
• Knowledge of the California Educational Code and laws that affect CSU policies that apply to CSU programs and services in Student Life. 
• Experience in developing cooperative and collaborative working relationships with individuals and groups. 
• Experience in assessment of programs and activities with a focus on learning outcomes. Experience and some proficiency with Peoplesoft, StarRez and Cbord (PCS Odyssey) systems. 
• Spanish bilingual skills (speaking and writing).
